What is it like to be the victim of a government sponsored round-the-clock program of psychological battering and torture? I invite you to share a typical evening in my life of directed energy, through-the-wall surveillance and torture. Lets start in the early evening, when the program begins:

Evening: 11:00 PM till 3:00 AM
Like most of you, this is my time for sleeping. However, as a victim of wall-penetrating torture technology, sleep does not come easily. In the apartment below mine, government agents play loud grating music or create disturbing noises. This evening, it is rapid fire deep bass notes from a loudspeaker placed in the bedroom below mine. Each time I come close to falling asleep, the noise is fired up. The through-the-wall surveillance tools they use can monitor my heart rate and pulse. Therefore, they know exactly when my heart rate slows to the point that indicates I am falling asleep. At that moment, they use loud music to wake me up. This is repeated each time I begin to doze off, lasting for a couple of hours or so. Or they may choose to create a series of loud banging noises. Whatever does the job. The intended effect is to heighten my anxiety and anger. The physical side effect is my body’s production of stress hormones at a time when I should be fully relaxed. Well, I typically wear ear plugs to muffle the noise. They anticipate that. They use wall-penetrating acoustic weapons to send a heavy silent vibration through the walls or floor targeted at my head. Unlike audible noise, this is a silent sensation that is felt by my entire body. There is nothing I can do to protect myself from it. The vibrations resonate through my head, keep me awake, stressing my body, and affecting my equilibrium. Of course, none of my neighbors will be aware of this. The agents insure that any apartments adjoining mine, especially those in the path of the weapons, are empty. This insures that no witnesses accidentally hear or feel the effects of this technology.

To enhance the disruptive effect of their attack, a car alarm or horn may be synchronized to go off as they hit me with a wall-penetrating acoustic beam. These focused, infrasound beams cause limbs to jerk involuntarily as they pass through my body. There is more. The torturers may also use a microwave (millimeter wave) based wall-penetrating weapon as well. This creates a sensation that ranges from itching to intense localized pain. The two areas of my body most often targeted with this weapon are the face (eyes) and groin. The effects range from the sensation of being stabbed with needles to being burned with a hot iron. These weapons leave behind no physical scars or other evidence of trauma. They penetrate all commonly used home-building materials and are targeted with pinpoint accuracy.

I may also hear the sound of laughing or joking coming from one of the adjoining apartments. This rounds out the attack by adding an element of mockery to the harassment. It may appear that the apartments surrounding mine are occupied during the day. However, when I retire for the evening, the “occupants” leave and are replaced by a night shift of agents performing the torture and surveillance. Typically, I am rarely allowed to get more than three hours of continuous sleep. This pattern of torture is repeated every night, 365 days per year.

At 3:00 AM I am awakened again. This time, the nature of the torture changes . . .

3:00 AM until 8:00 AM
Normally as the evening progresses, the human body experiences longer patterns of deep sleep. However, this pattern is disrupted by the wall-penetrating weapons used against me. Typically, I am forced awake by either audible noise or silent wall-penetrating acoustic weapons at approximately 3:00 each morning. It typically may take one or two hours to fall back to sleep. During this period, my attackers may use noise or other irritants to stimulate my body’s stress response. When I finally fall asleep, perhaps about 4:00 AM, the acoustic / microwave beam weapons are targeted at my head at much higher levels ( I am not sure of the combination used). Because it is more difficult to awaken during this deep sleep period, the intense pressure caused by these wall-penetrating weapons may go undetected for hours. However, my brain knows it is under attack, and my body is producing unusually high levels of stress hormones to respond. It is only when I awaken unexpectedly that I become immediately aware of these weapons. I can hear the faint recycling of the weapons from the apartment below mine (they may also be targeting me from adjacent apartments and buildings) as they cycle and fire the rapid rounds of silent acoustic “bullets”. With my eyes closed, I can see flashes as each volley passes through my head. I can feel each round penetrate my head. There is no mistaking an attack by acoustic weapons for anything else. It is like experiencing all the effects of being hit in the head with a baseball bat minus the sound and physical impact. I suspect that the effects of these weapons may cause me to “pass out” during sleep. As a result, I may awake at 9:00 - 10:00 AM instead of my normal 6:00 - 7:00 AM waking time. When I finally do awake, the combined effects of sleep deprivation, acoustic weapons, and stress wreak its toll on my body. I am physically exhausted. The combination of sleep deprivation and acoustic weapons leave me in a mental fog and impairs my ability to concentrate. Instead of being refreshed, I am fatigued and irritable.

Sleep is essential for life. I am convinced that these cruel tests are designed to create a pattern of sleep deprivation and distress intended to mentally cripple or kill me. Daily sleep deprivation combined with artificial stimulation of stress hormones is a dangerous combination, almost certain to induce death in its victims if continued over a long period of time. It increases the risk of diseases including stroke, diabetes, high blood pressure, and heart disease. It is a known cause of mental disorders, including depression, and schizophrenia.

There is a secondary effect that my attackers seek to exploit: The likelihood of stress induced violence. Sleep deprivation impairs our emotional control in a way similar to alcohol intoxication. As my attackers combine this effect with their daily pattern of harassment, it is clear that they want me to respond in a way that destroys my reputation and leads to incarceration or suicide or death.

I ask you the reader, if government sponsored groups apply these cruel methods to an innocent citizen, every day, for more than ten years, what is the intent? In truth, this is an extended pattern of attempted murder.

COPING WITH NIGHTLY ATTACKS
These nightly attacks can, and are being successfully coped with. To minimize their effects, I generally do the following:

1. Think before responding. Rather than quickly becoming angry, I first ask myself what is the most appropriate response? Anger would only contribute to their objectives. Therefore, I reject anger and focus on thoughts that lift my spirits. Perhaps I will think deeply on a scripture I read earlier in the day, utter a silent prayer, or, reflect back on an amusing event. By controlling my response, and focusing on things that are positive and upbuilding, I minimize the effects of their harassment.

2. Feed the Mind With Positive, Upbuilding Thoughts and Images. “You are what you eat,” applies not only to the body but the mind as well. A mentally unhealthy ‘junk-food’ diet of violent and senseless entertainment is not going to help me cope wisely with the violence I face. What I ‘eat’ mentally during the day will affect my thoughts at night. Therefore, I make an earnest effort to use free time to feed my mind with positive information and activities, so that I have something upbuilding to focus on when I am awakened at night and cannot return to sleep.

3. Be Joyful. Smile! There are always good things that happen on a daily basis for which I am thankful. Even my ability to endure is a reason for joy. By reflecting joyfully on the good things in my life, and being optimistic, I prevent the negatives from overwhelming me. I find that the physical act of smiling cues my body to relax.

4. Avoid Alcohol or substance abuse. In spite of the stressful conditions I endure, I have never resorted to using alcohol or any medication as a way of coping with the pressure. In my circumstance, I realize that such use can easily develop into an addiction. Therefore, to this day, I avoid drinking alchoholic beverages, or the use of medication to induce sleep or relaxation. I find Bible reading and prayer to be healthy, powerful aids in protecting my thinking and helping me to cope. In the long term, this has proven to be a protection for my health.

Now that I am awake, and ready to start the day, a new phase of harassment begins . . . To be continued . . .

“Deadly noise weapons that can kill or maim may soon be part of America’s firepower.”

LDAP Acoustic Beam Weapon

So read the first sentence of an article in the Daily Mirror, one of England’s largest newspapers on December 8, 1997. The article is entitled: “Horrific noise gun set to go into battle.” It further states: ” About 20 US Government laboratories and military bases are working on acoustic weapons which can rupture organs, inflict burns and cause death. They are now so highly developed that they could be deployed at any moment, according to American expert William Arkin. A blast from a rifle, helicopter or mine would release an energy beam varying from a 90 to 120 decibel low-frequency to “shockwave” levels at more than 170 decibels. Very low frequencies could cause internal bleeding while the highest would destroy human flesh. Writing in the quarterly journal Medicine, Conflict and Survival, consultant Mr Arkin calls for international curbs on the new weapons on humanitarian grounds.”

Please take note of how this class of weapon “that could be deployed at any moment (as of 1997)” operates. It targets victims with a “very low frequency beam” that, with enough intensity, can “rupture organs, inflict burns and cause death.” Very low sound frequencies cannot be heard by the human ear. They can only be felt. Therefore, these are silent weapons that emit an invisible beam.

Who is the “American expert” credited as the source of this article? Is he qualified to comment on the development of acoustic weapons? William M. Arkin (warkin@igc.org) is a writer and consultant specializing in national security affairs. He writes a bi-weekly column Dot Mil for washingtonpost.com on national security and the Internet, and is a long time columnist for The Bulletin of the Atomic Scientists. From the Military to Law Enforcement
Have acoustic weapons, like through-the-wall surveillance technology, migrated from military applications to civilian law enforcement? The following piece of evidence may help answer that question. On Nov. 18, 1998, the Synetics Corp. was awarded Department of Defense contract #DAAE30-99-C-1003 for developing the “Difference Acoustic Wave Generation System“. This weapon generates a tightly focused ultrasound beam that “may be remotely directed towards the target. With sufficient energy, the resulting infrasonic waves (very low frequency sound) can be disabling or lethal.” Who is the intended customer for these weapon systems? According to the contract, these are “…for police and personal use”. These units are also designed to be “man-portable”.*See footnote for links to contract information.

Please note that these weapons were designed to target a single individual remotely with a focused acoustic beam. The designer’s intent is to make them light and portable enough to be carried by one man. And, law enforcement (police) are among the intended customers of this weapon. Synetics Corp., the above mentioned weapon developer no longer has an active website. However, an archived version of the website is still available online (if unavailable, an image of the page can be seen here). It gives further insight into how this weapon is controlled by the user. It states: ” The remote station (for weapon control) is hosted entirely on a Panasonic “Tough Book” (laptop computer) and includes all of the system control software, a real time live video display, and a joystick to direct the acoustic beams.” In essence, targeting a person remotely with a harmful acoustic beam is as easy as playing a computer video game.

LRAD Long Range Acoustical DeviceThe evidence provided above discusses the development of a prototype acoustic weapon. Is there evidence that acoustic weapons are being manufactured and purchased by law enforcement agencies? Yes. During the Republican National Convention held in New York in 2004, numerous respected news agencies reported on the presence of a weapon system named LRAD (Long Range Acoustical Device). This unit, purchased by the New York Police Dept., was part of their crowd control arsenal during that event. ABC News, in their article “RNC To Feature Unusual Forms of Sound” made the following statement regarding the capabilities of LRAD: “When in weapon mode, LRAD blasts a tightly controlled stream of caustic sound that can be turned up to high enough levels to trigger nausea or possibly fainting. The operators themselves remain unaffected since the noise is contained in its focused beam.” In commenting on how the weapon is operated, it further stated, “The sound beam is even equipped with a viewfinder so the operator can precisely target the audio by finding a person in cross hairs.” The weapon is tunable so that it can deliver audio messages or painful acoustic beams. And, that acoustic beam will only be heard or felt by the person it targets.

A similar acoustic device named the LDAP (Low Dispersion Acoustic Projector - see photo at top of this article) claims to have a longer range for its focused acoustic beam than the above mentioned LRAD. The manufacturer, called Wattre Corp., says its “HyperSpike” technology “is able to deliver high Sound Pressure Levels (SPL) and pinpoint beamwidth over distances never before possible.” The resulting sound is so intense that it wards off anyone approaching it. “Your cranium hears it,” the president told one newspaper. “The blast won’t sound like a baby crying or a scraped chalkboard,” the paper added. “But it will make a person feel the hyper-discomfort that comes with those noises.”

Wired Magazine recently discussed a ultrasonic / infrasonic weapon that was in development by American Technology Corp., best known as the the makers of LRAD (Long Range Acoustic Device) in 2002. Infra-sonic cannon acoustic weapon

Scientific Applications and Research Associates, Inc. (SARA) is a leading defense contractor for acoustic devices with less-than-lethal weapons applications. According to The Independent, a leading newspaper in the United Kingdom, SARA has developed a a gun that can “fire shock waves that hit people “with enough force to knock them off balance. [It] feels like having a bucket of cold water thrown on to your chest” - according to a quoted SARA spokesperson.

Clearly, we see evidence of the development of acoustic weapons for civilian and law enforcement applications. The next question we can logically ask is: Can deadly sound weapons be used in concert with through-the-wall surveillance to target people sleeping in their homes? If so, how are they being used?

Prior research indicates that an array of ultrasonic sources operated with an offset in frequency will produce infrasonic or very low frequency energy. This energy is useful because it is omni-directional, and it propagates well with little absorption. With sufficient energy, the resulting infrasonic waves can be disabling or lethal. Synetics proposes an approach toward developing infrasonic waves that can ultimately be incorporated into future man-portable small arms weapon systems. This approach utilizes modernized pneumatic technology which produces an extremely high-powered ultrasonic source. The resulting frequency generated is precisely controlled such that the desired high power infrasound frequency can be generated at the target by beating two focused ultrasonic sources. BENEFITS: The potential post applications of the parametric difference wave generator include non-lethal crowd control, non-lethal self defense units for police and personal use, and soot and crustacean removal devices for commercial industries.

Gang Stalking - The Near FutureLet’s imagine for the moment, that we can peer into the future. Not too far. Perhaps fifteen or twenty years. By that time, there are possibly millions of members of government-sponsored citizen watch groups worldwide that operate gang-stalking and directed energy surveillance and torture operations in industrialized nations. Secret police organizations consider this a way to punish dissenters and “undesirables.” In fact, no matter what city you live in, every apartment complex and every neighborhood block has at least one representative of a gang-stalking organization in residence.

Now imagine that you are perhaps a thirty-something-year-old, working for a branch of one of the major corporations in a mid-sized city. Your mother has been a proud member of one of the gang-stalking groups for over twenty years. Yet, you disagree with their ideology, and never joined. Well, one day, in a casual telephone conversation at work you make a very unflattering remark about a powerful local politician. The call is picked up and recorded in a wiretap by the local branch of a government security agency. The comments in that call make their way back to that politician. Not liking what you said, he secretly retaliates. He calls a friend who heads one of the local citizen watch groups, giving him your name. As a result, that same day, you become the target of 24 hour surveillance, directed energy weapons harassment and gang-stalking.

By this time in future history, most licensed businesses have at least one representative of a citizen policing (gang-stalking) group employed. In fact, most companies are now under covert pressure to give preference to members of gang-stalking groups. It is considered a pro-security, patriotic gesture to do so. In reality, it creates a network of gang-stalkers that infects business and organizations at all levels. Now that you are a target of one of these groups, the full impact of their wide-ranging influence becomes manifest. It insinuates its cruel hand into every facet of your life. Suddenly despite an excellent work history, you are treated with contempt by your employer, who happens to be a member of a national civilian security group. In fact, you are harassed and bullied to the point that you quit your job. Neighbors you had a good relationship with for years begin to shun you. Some would like to keep your friendship. But they are under pressure to support the stalkers. You see, their children will be harassed in school by gang stalking classmates and teachers if they don’t cooperate. Out of concern for their own safety, they sever your friendship and begin to support the campaign of harassment. Your resources, both emotional and material are quickly depleted. Many members of your own family begin to shun you. You begin to think about suicide. You become bitterly angry. The persecution, sleep deprivation, psychological and physical torture intensifies. They will not stop until you are destroyed.

The arguments over what has happened to you strains your family to the breaking point. Your mother, a long-time supporter of gang-stalking now sees for the first time the extraordinary damage done by the organizations she has faithfully supported. Rifts develop as family members blame her for what has happened to you. Yet, she too is helpless. If she were to show any support for you it would put her own security in peril. She too would be targeted. The truth is, neighborhoods, cities, entire countries are now in the grips of a hidden fear. No one can be trusted. The person that triggers your persecution could be your sixteen-year-old cousin, or the guy working in the next cubicle. The extraordinary power of the governments to monitor and track every citizen has made life a fearful routine. The facade of “freedom’ remains in many nations, but the deadly stench of oppression seeps through its’ cracks. Formal justice systems become weaker and more corrupt as they are abandoned for the “quick-fix” that gang-stalking and related schemes seem to provide. A police state mentality and informant culture more subtle and pervasive than any in past history takes root in industrialized nations and matures.

Is this glimpse into the near future improbable? The technology and organizations to make this possible are in full operation today. And, gang-stalking and directed energy torture is being practiced in numerous industrialized nations. Persons who engage in and craft these cruel intrigues are short-sighted. They do not think of the corrosive, long-term effects it will have upon society. It will make the world far worse for their own children. Honestly, it is not a question of whether or not this scenario will occur. It has occurred, and will only get worse. In the next fifteen years we will be facing the question of what will destroy us first: Mans’ inhumanity to his fellowman or the collapse of our ecology. Unless God himself steps in to stop man from his self -destructive course we are headed for certain disaster!

Have manufacturers responded to law enforcement’s demand for through-the-wall surveillance tools?

RadarVision Through-the-Wall SurveillanceThe unit pictured on the left is manufactured by Time Domain Corporation. It is RadarVision, an Ultrawideband, through-the-wall surveillance tool produced in response to the call for Homeland Security technology. It is marketed primarily to law enforcement agencies with the stated capability to track humans through “reinforced concrete, concrete block, sheetrock, brick, wood, plastic, tile, and fiberglass” Time Domain Corporation is the company awarded a Federal contract for business solicitation BAA-99-04-IFKPA -Through the Wall Surveillance.

A noteworthy capability of RadarVision is “real-time intelligence on the direction and distance to the motion contact.” In other words, it can precisely measure distance to a human target through-the-wall. That opens up the possibility of precisely and remotely targeting humans through the walls of their apartments or homes. Please take note, as that capability is relevant to the harassment experienced by victims of through-the-wall directed energy weapons (DEWs).

What is Ultrawideband? Ultrawideband is an old radio wave technology first used for Morse-code radio transmitters pioneered by Guglielmo Marconi in 1901. Ultrawideband (UWB) has been used in recent years for ground-penetrating radar and other applications to inspect roads, bridges and other large construction areas for structural integrity. It has seen a renewed popularity of late as a conductor of wireless computer network transmissions. The use of Ultrawideband is regulated by the Federal Communications Commission (FCC). Time Domain Corporation required and received FCC approval to sell RadarVision commercially to law enforcement agencies

 

Were they right?
The ACLU (American Civil Liberties Union) as far back as 1996 provided a warning regarding this class of X-Ray technology that now seems prophetic. “I’m familiar with the millimeter-wave technology and it’s an incredible invasion of privacy,” says Don Haines, a lobbyist for the American Civil Liberties Union. “It produces a virtual 3-D image, and you can see the contours of breasts, buttocks and genitals.”

The Point is this . . .
Clearly, evidence is overwhelming that through-the-wall imaging technology is being manufactured by a number of government suppliers. And, that technology is sought and purchased by law enforcement agencies. We have also demonstrated that this x-ray technology has the following capabilities:

  • The ability to see through walls, and most common construction materials.
  • It can generate detailed through-the-clothing images of individuals in the room or home under surveillance.
  • The units can be operated remotely from a nearby home or apartment.
  • The units can track movement, and monitor speech, heartbeat, pulse, and other bodily functions remotely.
  • The units can provide precise distance measurements for targeting individuals under surveillance with weapons.
  • The units are portable, silent, and can be disguised or hidden in a typical residential home or apartment

We ask that you take note of the capability highlighted in red above–the ability to accurately target individuals under surveillance with weapons. The following question must now be answered: What class of through-the-wall weapons and torture devices are being used in concert with remote x-ray technology? “High Tech Cop Tools See Through Walls.”

So read the headline of an article released by United Press International, one of the world’s most respected news agencies, on April 17, 2001. The article discussed portable devices that enable law enforcement officers to “detect a human’s presence through doors and walls up to 8 inches thick.” Funding for the development of this device was provided “in 1998 from the National Institute of Justice (NIJ), a division of the U.S. Justice Department” according to a Daily University Science News article. In reading both articles you will see that this device, which uses millimeter wave (microwave) x-ray technology, has military origins. Aptly named, the Radar Flashlight can “see” through the walls of homes and apartments. Both referenced articles mention practical uses of these devices, such as protection of police serving search warrants, and SWAT teams in dangerous situations.

through the wall surveillance toolsThe Radar Flashlight, is a portable, seven pound, battery powered device that is intended to cost law enforcement agencies less than $1500 per unit. It is a relatively low-powered device that could be stored in the trunk of a police vehicle for use on an as-needed basis. Please note that this low-powered unit can “penetrate even heavy clothing to detect respiration and movements of as little as a few millimeters.” In other words, it can detect the flutter of an eyelash, the beat of the heart or the slightest pulse, through walls. Keep this in mind, as this capability of Millimeter Wave X-Ray technology is a critical component in campaigns of through-the-wall torture and harassment.

This is not new technology. According to the manufacturer’s news release, it is the miniaturization of a technology patented for military use in the mid-1980’s. It’s original purpose was remotely checking vital signs of soldiers wounded on the battlefield before risking medics’ lives to save the injured.

Logically, one could now ask the question: Are there higher-powered, more sophisticated versions of this technology also available to law enforcement agencies? Yes. In fact, they have been heavily marketed to law enforcement agencies for the past decade.

Have law enforcement agencies sought this technology? Perhaps the following will provide an answer. On June 8, 1999, the United States Air Force Material Command’s Information Directorate stated that “through the wall surveillance” is “the number one technology priority of the state and local law enforcement community.” That quotation is taken from a business solicitation (Reference-Number-BAA-99-04-IFKPA) listed on the Federal Business Opportunities website. Reference-Number-BAA-99-04-IFKPA is a United States Air Force Material Command request for “through the wall surveillance and concealed weapons detection” applications for law enforcement. According to that document, not only is this technology to be purposed for concealed weapons detection, but also for “issues associated with living humans such as movement, heart beat, respiration, sounds, etc. Additional stated requirements for these devices include: (1) are low cost in production; (2) are portable, optimally handheld or as small as possible; (3) provide the ability to detect weapons or survey individuals through walls at a distance.

We see in this evidence two noteworthy trends that shed light on the use of remote (through-the-wall) directed energy weapons on unwitting victims:

  • First, is a focus on providing law enforcement agencies technology for remote through-the-wall surveillance of humans that includes monitoring of vital signs such as respiration and heart beat.
  • Second, we see the guiding hand the United States military is providing civilian law enforcement. The Wall Street Journal reporting on this trend in it’s March 9, 2004 article entitled “Is The Military Creeping Into Domestic Law Enforcement?”, stated: “In a little-noticed side effect of the war on terrorism, the military is edging toward a sensitive area that has been off-limits to it historically: domestic intelligence gathering and law enforcement.” Interestingly, the evidence above shows this trend clearly underway in 1998, well before the 9/11 terrorist incident. It raises two key questions. What impact does military involvement in domestic law enforcement have on the civil rights of American citizens? How does it influence the mindset of law enforcement agents and officers? (Author’s note: We are not taking sides in the political issues surrounding this trend. It is stated only to give historical context to my story.)

How do you feel about your right to privacy? Suppose your neighbor possessed technology capable of remotely recording detailed images of you in your home, through your walls, through your clothing? What if that technology could be used indiscriminately, without the control of laws or search warrants?

That is now possible! Surveillance tools are currently being manufactured that have the following characteristics:

  • The ability to see through walls, and most common construction materials. The ability to generate detailed through-the-clothing images of individuals in the room or home under surveillance.
  • The units can be operated remotely from a nearby home or apartment.
  • The units can track movement, and monitor speech, heartbeat, pulse, and other bodily functions remotely.
  • The units can provide precise distance measurements for targeting individuals under surveillance with weapons.
  • The units are portable, silent, and can be disguised or hidden in a typical residential home or apartment.

Surveillance technology with these capabilities have been commercially available for the past ten years. However, it has only been in the last five years that details regarding it have become widely available. Why? Because the companies who manufactured this technology previously for covert purposes have rushed to remarket it for the lucrative new anti-terrorism / homeland security market that occurred after the 9/11 terrorist attack. However, these surveillance tools have been quietly marketed to law enforcement agencies since their development.

You may already be familiar with this technology, and not be aware of it. When your luggage is inspected at an airport, it may be scanned by security devices that “see” through your belongings to detect the shape of a gun, knife, or other weapon. That device may use Millimeter Wave technology. Millimeter Waves (see box below) are a form of non-ionizing radiation that can be used to create a see-through image not only of luggage, but also of a fully clothed human. In fact, the image it creates, in effect, strips you of all clothing.

National Geographic - Millimeter Wave Surveillance TechnologyIn the November, 2003 issue of National Geographic Magazine, a special series of articles on surveillance entitled “Watching You” commented on the “x-ray” imaging ability of millimeter wave (or backscatter x-ray) devices by stating that “privacy concerns have sent the creators back to the drawing board in search of a way to blur bodily details.” Interestingly, the author coined the phrase “Virtual Strip Search” to describe this technology. The New York Times Magazine of Jan, 4, 2004 in an essay entitled “Naked Terror” had more to say regarding millimeter wave “x-ray” technology. The author, Jeffrey Rosen coined the phrase “Naked Machine” to describe these devices. He writes: “A kind of electronic strip search, the Naked Machine bounces a low-energy X-ray beam off the human body. In addition to exposing any metal, ceramic or plastic objects that are concealed by clothing, the Naked Machine also produces an anatomically correct naked image of everyone it scrutinizes.”

The ability of this technology to render highly detailed through-the-clothing images of the body is also commented on by a leading developer of the technology, Pacific Northwest Laboratories (PNL), a division of the United States Department of Energy. “With the system’s success came questions about its potential to display the unclothed physical features of a person being scanned to the operator running the machine. Since 1997, PNL scientists have been addressing this potential privacy issue by reprogramming the system to give the operator a view of only concealed items, and not the person’s image.” - Department of Research Energy News. Clearly, Millimeter Wave Imaging (see article What Are Millimeter Waves) provides highly detailed, through-the-clothing images that can be useful in covert, remote surveillance. However, can this technology be used to see through the walls of homes and apartments? If so, is there any evidence to show that it is being used for that purpose by law enforcement agencies? And, more importantly, what weapons are used in conjunction with these surveillance tools? We will consider that in our next installment.

The Motives of the “Scowler” - An Update In Light of Current Events

What purpose did the “Scowler” serve? That is a question I harbored for the ten years of abuse I have endured at the hands of Federal agents since his appearance. When I first wrote chapters two and three of BadExperiment.com seven years ago, I assumed that this incident was connected to a criminal investigation. That was what I was led to believe by the comments of a fellow tenant. However, in the light of what has transpired since that time, I now know better.

I believe that the incident involving the “Scowler” was part of a period of pre-surveillance by the Federal agents / military personnel who have since victimized me by long-term testing with covert microwave (millimeter wave) and acoustic through-the-wall torture technology (also known as Directed Energy Weapons or DEWs). This was a form of pre-qualification work done to test my suitability for their long-term involuntary torture tests. Since I did not respond violently, nor make much “noise” about the incident, they evidently concluded that I could be controlled, and would be a “suitable” candidate for long-term covert involuntary testing.

Evidently, I qualified in a number of ways:

1. My peaceful nature would not make me an immediate physical threat to the testers. I typically seek a peaceful way to resolve differences with others. Evidently, that is viewed as an exploitable weakness by my abusers. Also, I am not the sort of person who quickly and loudly complains. These traits makes a victim easier to control and silence during long-term abuse.

2. I lived alone, away from my family (I had moved to the Pavilion Apartments in Newark, NJ less than three months before this incident occurred). This is an important qualification as it is much easier to isolate, discredit and control a victim if they are isolated from family and other support systems.

3. I am a Black male. It is very easy for the torturers, using their ties to law enforcement, to cast doubts about the character of their victims. Such slander taps into the common prejudices of American society. By doing so, they effectively isolate a victim from his neighbors, who come to view him with fear and suspicion. I’ve come to believe that the neighbor who told me that I was under a “criminal investigation” in the “Scowler” incident was serving the interests of the torturers. If they could convince me that I was under criminal investigation, my voicing such a complaint would further damage my reputation and credibility, and make what I am experiencing seem justified in the eyes of others. There is quite a bit of acting and role-playing done by the agents involved to convince the torture victim that he is the target of a criminal investigation. However, as the years wear on, the act becomes unconvincing. What law enforcement agency would spend over ten years and the resources of a number of agencies trying to level a minor drug charge against one individual? It is a cruel hoax designed to maintain control of the torture victim.

When I had first applied for residency in the Pavilion Apartments in Newark NJ eleven years ago (where it all began), I was shown and received a seventh floor apartment. However, on the day before I was to move in, I was told that seventh floor apartments were no longer available. I was assigned a sixth floor apartment. I really wanted the seventh floor apartment for the view. However, I could not cancel my plans to move, and accepted the sixth floor apartment. My later experiences now show why this change was made. It allowed Federal agents to use the apartment above, below, and adjacent to mine for surveillance and later, covert testing with through-the-wall weapons. As my experiences have repeatedly shown,the Federal agencies testing these weapons exploit their connection with law enforcement in working with the management of inner city apartment complexes. In effect, they are creating virtual laboratories for testing covert weapons technology on innocent tenants.

I came home from work that day’s end full of apprehension and fear. What was the “Scowler’s” next move? As I entered the Pavilion’s lobby, all seemed unnaturally quiet. It was empty except for the usual security guard. No “Scowler”. . . no onlookers . . . no drama.

However, before the evening passed, I received my first clue regarding the identity of my antagonists. I imagined that the management of my residence was harassing me for some unknown reason. Perhaps they were converting to co-op’s, and wanted tenants to vacate their apartments. . . Maybe someone in management simply did not like me. . . Was a slanderous rumor being spread about me by a hateful neighbor? These were the only plausible excuses I could come up with.

“Hey man, how’s it going? Listen . . . stay clean, because they are out to get you in the worst way . . .” So began the brief but revealing conversation that focused my thoughts on the source of my persecution. I was the target of a criminal investigation! For the past few months more than a few among the Pavilion management and fellow tenants were aware of this.

Living in the starkly postmodern Pavilion Apartments, sheathed with floor-to-ceiling glass windows was like living in a literal glass house. However, I “lived in a glass house” in the metaphorical sense as well. People knew your business pretty well here. They knew when you left for work and when you came home; who your friends are; what you do on the weekends . . . If you indulged in any vices they certainly knew that too. Yet, within that small community I had rightfully earned a good name. I worked honestly, and lived quietly. I believe that it was my good name that prompted this acquaintance to warn me of law enforcement’s interest in me.

The idea that I was the target of a criminal investigation was actually a bit of a relief. I was relieved that my landlord had nothing to do with this. I loved my apartment and did not want to move. I had no worries about a criminal investigation. I had never engaged in any form of criminal activity. I was certain that their investigation would only validate that fact.

The evening proceeded quietly. The dark drama I experienced earlier was like a strong dose of caffeine that began to wear off. At around 11:30 that evening I went to bed hoping to capture some of the sleep stolen from me the night before. All was quiet . . . but not for long. At exactly 12:00 midnight I was rudely awakened by a sudden eruption of clamor from the apartment above! They’re back! The Scowler (or his henchmen) had returned!

This assault was a perfect replica of what I endured the night before. The noise, stomping, and loud profane voices bounced off my bedroom walls. I now faced a second night of stolen sleep and harassment. What should I do? If law enforcement agents are my antagonists, what would happen if I called the police to complain? I did not want a confrontation, just a good night’s sleep.

Forced to lay awake for the second night in a row by this assault, I began to analyze my situation. This scheme was not the improvised efforts of a ragtag group of local police officers. I sensed that it was a well-crafted, thoroughly rehearsed technique that reflected expertise in psychology and surveillance. The participants knew their roles well and stuck to a script.

Rather than beat me physically, they were seeking to beat me by attacking my emotions and injuring my pride. I had been rudely deprived of sleep for over 36 hours. Also, I was subject to a series of actions designed to humiliate me and provoke an angered response. They had also provided a target for my anger . . . the “Scowler.”

Sleep deprivation and psychological conditioning are techniques usually associated with the military, not law enforcement. I did not imagine that this was something taught in Newark Police Academy to local officers . . . However, it would probably be well known to Federal law enforcement agents . . . such as those in the FBI or DEA, two Federal agencies with branch offices in Newark. In fact, the New York Times has referred to the FBI as “quasi-military” in culture.

But why is this happening to me? Based upon what I was told, I was the target of a secretly conducted criminal investigation for at least six months (it seems that it was only secret to me). I don’t know why I was their target, but I do now what they found. Nothing. Absolutely nothing. In a rather odd way this situation was a source of great pride for me. I routinely lived by a standard of conduct higher than that required by law. I was not perfect, but I never engaged in unlawful activity. I took great pride in knowing that any scrutiny on their part would only confirm that. Perhaps this new “stage” of the investigation was born out of their frustration in finding any evidence of wrongdoing.

If they could push me to commit an act of public rage, preferably directed toward a law enforcement officer (the “Scowler”), it would create the perception that I was indeed the person they claimed me to be. It would appear to onlookers that my anger was entirely unprovoked. I would look like a dangerous nut! Were they putting themselves and fellow officers in harm’s way with such a scheme? No, not really. From their surveillance, they knew that I had no weapons of any kind. Nor was I a trained combatant. I was simply one unarmed, innocent man. Also, as I later discovered, there are a number of plainclothes and uniformed officers never more than seconds away who would respond to any foolish act on my part with overwhelming force.

I needed a strategy to successfully cope with this scheme. Therefore, I made two key decisions that evening that have proven to be extremely wise over the past six years of harassment.

First, I decided never to view my antagonists as enemies. In fact, I determined never to allow myself to develop any anger towards them. Why not? Because, a primary objective of this harassment was to condition me to adopt an adversarial view of law enforcement officers. I refused to do so. I have always respected law enforcement officers and would continue to do so.

If I allowed anger and bitterness to overcome me, it would only be a matter of time before I lost control. Indeed, exploiting this basic human frailty is a central component of their psychological harassment. They sought to distress me until I responded in a fit of rage. Any hostile act on my part would instantly be met with incarceration or overwhelming force. They had the law on their side. They had to right to “retaliate” with deadly force–I did not. Therefore, I never allowed myself to feel any anger toward them. It would only be self-destructive in the long-run.

My second decision was this: No matter how far my antagonists stepped outside the law, I would not follow. As you will see, this investigation is conducted in a way to make it almost impossible for me to gain relief under “the rule of law.” I would rather undergo persecution than do anything illegal to end the suffering or retaliate. I had to show respect for the law, whether they chose to, or not.

Anyhow, let’s get back to the “Scowler,” who was hard at work harassing me in the upstairs apartment. As morning approached, I knew that I had to face him again. But I had a plan. If the events of the past morning held true, the “Scowler” wanted to make a spectacle of me . . . again. Fine, I will be a spectacle! But not quite the way the “Scowler” imagined . . . At 6:30 AM I began to prepare for another day’s work, not having slept for two nights in a row.

I decided to dress for my audience with the “Scowler” and his onlookers. I choose my best suit, a well-tailored lightweight charcoal wool pinstripe that I usually reserve for important meetings or interviews. Along with that I selected a perfectly starched white Pima cotton shirt and a silver foulard silk tie. I also took a bit of extra time polishing my best cap-toe oxfords. I completed the outfit with a white handkerchief carefully folded in my jacket’s breast pocket.

As I left my apartment and approached the elevator that would whisk me to the drama waiting in the lobby, I began to smile to myself. The “Scowler” wanted an out-of-control Black thug. Instead, what he would get is a smiling, well-spoken, well-mannered, tastefully attired Black professional. And what’s more, I was going to be shaking hands, kissing babies and working the crowd like I just won an election!

The elevator stopped at the lobby and the doors slowly opened. And, as expected, there was the “Scowler!” I strode from the elevator with a big smile, ready to work the crowd. But, there was no crowd . . . the “Scowler” was the only person in the lobby. He quickly averted his gaze as I strolled past him. I was a bit disappointed. I really expected an audience like yesterday . . . not just the “Scowler.” I said nothing to him and proceeded on my way to work.

I was feeling good. As the day progressed, I thought about what could have happened had I lost my temper that morning. Even though the “Scowler” appeared to be alone in the lobby, I’m certain he was not. His fellow officers/agents were no doubt hiding in the background ready to pounce if I “acted up.” Also, surveillance cameras were carefully recording every nuance and gesture. I had won the battle for that day. By keeping a cool head and thinking things through, I had avoided danger.

I never saw the “Scowler” again. Yet my trials were just beginning . . . What I have experienced over the past six years revealed a side of law enforcement you never see portrayed in the movies . . . and for good reason, as you will soon discover.
